[A4] '96 12V cold start problem

OBDII was globalized in 1996.  There were lots of vehicles that had it 
in 1995, but it wasn't a "mandate" until 1996.  It's similar to ISO 9000 
in that there are rules (connector must be x ft from driver's seat, 
connector must be in the most pain in the ass place to get to, etc).

The Big Three had OBD I since the mid 80's, and GM's became the model.  
Some 1994-1995 GM vehicles actually have the OBDII connector but still 
operate on an OBDI .. uh... baud or language or whatnot.

I think the earliest OBDI's were in the late 70s?  It was for emission 
purposes, originally.
