Could be that the other attachment points may not be properly aligned, distorting the ends of the cover and causing them to not properly engage the clips.

Subject: [A4] 1998 Front Bumper Installation 

Does anyone have any tips for getting the sides of the front bumper 
re-installed correctly?  I did some work on my headlight washers and I 
can't seem to get the bumper to re-attach at the sides.  When I first put 
it on everything looks good but after taking it for a ride the sides look 
disconnected and jutting out slightly from the fender line.  Is there a 
trick to it?
