I think it can go either way. On my 99 the control arm in the front needed to be level when tightening because the bushing was perpendicular to the ground, the front on the other hand was parallel with the ground. I was originally sent a front that had a bushing perpendicular, which was the wrong part for a newer a8. They sent me the right part, but depending on your year you may have to tighten it all while on the ground. Good luck.
