Javad may be right, but I'd recommend digging a bit deeper as well ... to do
that we need more info.  First, what kind of car are we talking about?
Second, what part of the test is failing?  Is it the idle test or high
speed?  Does the CO percentage jump between the two values at a single test?
If that is the case, I would not suspect a cat myself.  Have you had the car
tuned up?  I always install a set of new spark plugs and check things like
dist rotor and spark plug wires ...
