[BiturboS4] Turbo Timer.

There is an afterrun pump but it only operates when it detects excessive
temperatures and engine shut down.  Some S4 owners are a bit paranoid(with
good reason considering the number of reported blown turbos) and were
looking for extra protection without having to sit in the car for a few
minutes after every trip.
