Yes, that's what it is. Actually, it is more dependent on where the sun is than
where you're sitting, that's why I engage in a tacking technique as I drive
into the sun (vs. driving into the wind on a boat). Either way, it does suck
and is too small. I've only been able to effectively use it about twice - the
rest of the time the sun still hits one eye or the other.
