They're not strictly European standards, they're specifically VW-Audi
standards. The one in question is VAG 503.01, and Mobil 1 0w40 meets it.
However the S4 does NOT necessarily have to meet VAG 503.01.
If it's NOT on AVS, it only has to meet a lesser standard (the number of
which I don't know). IIRC no US cars use AVS (you have servicing by fixed
mileage/time?) and therefore you can use lower grade oil (and this includes
non-synthetic!).
However my philosophy is that a performance engine should use the 'best' oil
available, and it should be changed regularly. This is even more true when
it runs at high boost levels.
For the RS4 and K04 1.8T engined cars (e.g. S3 and the 225bhp TTs), oil to
VAG 503.01 MUST be used. A chipped S4's engine is often more stressed than
an RS4's engine. It therefore seems sensible to me to use the same oil.
Using low grade oil in your S4 is a bit like using low grade gas. It'll run
but...

FWIW, none of the Mobil 1 oils currently on the market are certified as
meeting the standards listed as required in the owner's manual. Since these
are European standards, it's likely that the oil actually does and Mobil
just hasn't paid for the certification, but you never know.
I use Redline 5w30 in my S4, which meets the listed certifications.
