[BiturboS4] no siren

there are 2 reasons you need a load to make boost.  first, the turbos take
time to spool up and free revving the engine is just too quick to make
boost.  also, the engine does not generate much exhaust pressure without a
load.  retarding the ignition timing causes still burning fuel to shoot
through the turbines which spins them up.  of course the motor will have a
huge simulated load on it when the timing is retarded that much because it
will take several seconds to rev up under full throttle.
