Then put your money where your mouth is and buy one.
This is not a theoretical debate.  I see a fair
number of the hybrids (Honda, Toyota) and GM EV1's
here in the SF bay area.  They are all subsidized by
the mfgr. and qualify you for a income tax deduction,
as well as exempting you from the commuter lane
restrictions.
