Yes, if a DV sticks you can get loss of power/hesitation when accelerating,
and surging when lifting off. However there are a number of other faults
(e.g. dirty MAF) which could also cause your symptoms.
Which DVs have you got? My Bosch valves caused me problems almost from new,
so I changed them to Forge valves. These are a lot better, but admittedly
not perfect. My tuner has told me that a few of the Forge valves have given
problems (but he stressed few) but still rated it highly. Nevertheless he is
now promoting the Stratmosphere Hyperboost valve instead of the Forge, as he
thinks that it's a better product.
I have very occasionally had hesitation with the Forge valves. If I get any
more, then I'll probably get a pair of Hyperboosts to replace them.

Subject: [BiturboS4] BPV sticking??
can anyone hazzard a guess as to what the symptoms might be if a BPV was
sticking or mildly malfunctioning?
I have some small symptoms, like a slight surging and or stuttering. very
slight, but noticeable. seems to be under various loads and conditions.
