On 2001 and new cars you can just change a setting using VAG-com. Search the Audiworld archives

On the B5 platform cars, this is a function of the "light control relay"
(it's actually not a relay, but a circuit module with bunch of
electronics inside). It's located behind the glovebox on the post-99.5
cars.
