[BiturboS4] disable headlight washers

Turn your headlights off before you wash your windshield.  The headlight
washers are only activated if the headlights are on.

every time I wash the windshield, I get blue water stains all over my
hood and bumper and top of my car.  that blue fluid sucks.  I have a
white s4 so it really shows up bad.  does anyone know how to disable
that useless (other than leaving blue spots) headlight washer?
