It varies from car to car. One factor is the sprung/unsprung weight
ratio. All else being equal (which it isn't), a car with twice the
sprung weight will notice half the effect from a fixed increase in
unsprung weight.
Suspension design also factors into it. Miatas, for example, come
with fairly lightweight wheels from the factory (12lbs or so).
Increasing the wheel weight by just a few pounds has noticable effects
on the handling.
