No, where have you heard of such a thing?
The diagnostic port is only that... it only has a relatively low speed
serial interface to the various modules, and does not have direct access
to all the sensors and controls that the real ECU has. Thus if there is
such a thing as a "piggy back ecu" it is probably quite limited
in what it could do.
