>From the way you describe it, it sounds like a faulty coolant temp sensor.
Its a very common problem for Audis. So common, in fact, that the
replacement sensor has had its price reduced to around $5 or so with an
o-ring. Its also a fairly easy DIY replacement (the technique was just
posted, IIRC).
The other option is a sticking thermostat. However I had that problem and
it behaved rather differently than you described. It would basically heat
up to one mark to the left (cold side) of vertical and then stay there
unless I drove the car really hard or sat and idled for a while.
The thermostat is much more difficult to replace on the 2.7T than the
coolant temp sensor is, so start with the sensor and see if that solves the
problem.
