[Biturbos4] Shuddering brakes (StopTech) EZ fix - long

i took the car in for an oil change and had them check
the brakes as well.  in talking with the guy he said
ti would cost about $700 to change the brakes.  and he
said they do not machine the rotors. for the s4s, they
just replace the rotors. could this be the reason for
the high price?
