Yes, probably much easier if you remove the bumper.

I don't know how the parts are sold (I'm GUESSING the mechanism that pushes
out and the part that you have painted are the separate pieces).

It's not very difficult to pull the front bumper, however.  That might be
the easiest way to do the work yourself.
