I don't have any docs in front of me right now, but it looks and sounds like
that might be the connector for the speed limiter.  Your photo doesn't show
the actual limiter module, so I guess the PO removed it (by "accident" I'm
sure).  ;-)

Check for continuity between that connector and pins 38-39 of your ECU
connector.
Actually, I can see the violet/yellow wire in your photo, so I'm 99% sure
I'm correct.
So yes, it just dead-ends.
