Sounds like the relay is bad. I think it is up by the cluster.

Haven't seen much traffic on either of these lists, but thought I would
throw a question out there.
The directional/turn signals and hazards are not working on my '91 CQ/eS2.
The actual lights themselves come on when the parking lights or headlights
are turned on, but when the turn signals or hazards are switched on the
under dash relay buzzed like crazy but the lights didn't activate. The
green arrows on the instrument cluster do not flash either.
The passenger front parking light bulb was burned out so I replaced that
just in case but no joy. Swapped out the OE Hella relay for an aftermarket
one from URO and the only difference is the new relay clicks like crazy
instead of buzzes, but still no turn signals or hazards.
I'm considering swapping out the stalk assemblies, but I understand there is
a left-side (directionals and headlights) and right-side (hazards, wipers).
If it is a bad assembly would it make sense that both would go bad at the
same time?
The front lights are euro-assemblies, but have worked fine for years.
Any thoughts or guidance greatly appreciated.
