My 1989 Audi Avant had the same symptom. It was also accompanied by a
louder than usual buzz from the pump. I replaced the pump and the problem

for an excellent overview on this problem. I don't know whether it also
applies to 90s.
Injector's don't last for ever. They need to be cleaned on a fairly regular
basis, and will probably be replaced at least once in a typical high-milage
Audi.
