I assume the question refers to the K-Jetronic (CIS) and the KE-Jetronic
(CIS-E) systems with the round air flow sensor plate and attached
fuel distributor. In addition to the plate's and arm's mass, there is
also some additional resistance imposed by the control fuel pressure on top
of the plunger within the fuel distributor. If the engine was recently run
and the fuel system is still pressurized, it is normal to encounter some
resistance if one is to pull up on the plate manually.
