1986 4000 start problem??

Hey yall, got another question for ya,

My 4000cs q still has a hard start problem, i shouldve been clearer in what 
has been done before.  Its got new plugs, oxy, and only 93,000 miles.  The 
car will not start when it has been shut off, you must wait seveeral minutes 
before it will start again and sometimes in the morning it will not start, i 
can get the car started as long as i have two people incuding myself 
available.  One to turn the ignition over and the other to push the rubber 
intake boot to force air into the engine.  I took off the fuel metering 
device and sensor plate and cleaned the internals with carb cleaner and it 
still didnt solve the problem.  It didnt seem to have any vacuum leaks im 
thinking that it might be the potentiometer(i think thats what it is 
called).  Im at a stand still please help, the car also hesitates unless i 
peg the gas to the floor at a stop, after it is rolling it is fine, please 
help.

Also....I have a 1987 Volkswagen Scirocco 16v for sale it needs new spark 
plug wires and a little tlc, otherwise it runs great 175,xxx miles, 1200 obo
