air metering valve tension

a) None at all.

b) When you lift it, the opposing force is residual fuel pressure in
   the system.  Thus it's not like lifting against a spring - the force
   opposing you is constant and independent of distance moved.

With a dry plate and dry fingers, you should just about be able to lift
it by the bolt head in the middle.  If it's oily (as it always is unless
cleaned) you'll have to use pliers.
