fog light relays and MD states Inspection

After having my 86 4kq state inspected(MD), it seems that a few things to be 
addressed before I get it to pass.  The front end suspension is shot, and I 
knew this, so I will be replacing the tie rods, swaybar bushings, ball joints 
and the shop replaced the bad wheel bearing I had.  One of the more minor 
annoyances is when I replaced the turn signals with fog lights, I neglected 
to install relays to turn the fogs off when the high beams are turned on.  
Apparently this is the law......Anyhow, does anyone know how to do this?  Do 
I just install two standard (30amp) relays to reverse the polarity inline 
with the headlight flasher or what?  I also wired the fogs to be on with the 
ignition with no on off switch and it seems that this is a big no-no too.  I 
installed some cheesy illuminated rocker switch to pass inspection, but would 
really like the european fog light switch that mounts in the dash.  Does 
anyone know a source?  Thanks for any help.
