That's not actually quite the same thing.
RedLine Water Wetter is primarily a surfectant -- that is, it reduces
the surface tension of the water. Therefore, any bubbles that form
are smaller, and thus move through the cooling system more freely.
That effectively increases the heat capacity of the water.
That's also what photographic wetting agent does, and even most anti-
fog treatments.
The other ingredient that matters is lubricants for the water pump.
If you don't also use glycol, then you need some kind of lubricant.
Photographic wetting agent does not include these.
