causes for a non-functioning FV???(4ktq)

Alright, I'm completely stumped on this one.  As some of you may know from
the post I sent to the list a few days ago, the frequency valve in my 4ktq
is not working.  I'd be estatic if it was just a bad valve, but it
isn't.  During the output tests when the FV is supposed to be cycled at
50% duty cycle I get 0%.  The wire that is supposed to be hot all the time
is, so aparantly the problem lies in the switched ground wire that the ECU
uses to control it.  There is continuity in that wire and it has close to
the spec'd 9.6 Ohms of resistance from the ECU to the FV.  I even tried
swapping out ECUs and that didn't fix the problem either.  There is a good
solid ground at the IM (which I'm assuming is the main point where the ECU
gets its ground) verified by near 0 resistance from a known good ground to
that point at at the pin on the ECU.  So what gives??!!  What can cause
the FV not to function?
