Location of Temp Sensor on 84 4ksq

Hello all,

Testing for the cold start problem on my 84 4ksq continues.  In checking
the temperature sensor, I found two, or so I think.  There appears to be
a sensor on the top and bottom of the upper radiator hose thermostat
housing.  There is continuity on the top one.  Is this correct?  The
bottom one has some resistance then goes to hardly any.  Which one
controls the cold start valve?
