admin: we seem to be back in business

several people have reported that they are getting digests again. 
I'm certainly glad to hear it.  I'll check up with people who 
complained before, but haven't reported they're getting digests again 
to me yet...just to make sure.  I've seen(and/or been sent) at least 
5 emails referring in some way that digests are working again.
