There is one other possibility that I will check out this weekend.  Huw
prompted me to scratch my head and make a small diagram that reveals a
possible culprit.

When I got the lights, the high beam wire (white, was reversed with the low
beam(yellow) on the connector.  So I swapped them.

It might be that one of these was actually ground.  In that case, one of the
lights will be bright/normal and the other would be dim as I would be
running the two lights in series reducing the luminouscity(sp?) of both.

I think I have it correct, but, well I'll find out for sure when I double
check.

Voltage sounds correct. Guess that's just the way the lights look on low
beam. My GTi's look sort of weak until you get in "the beam", but they
don't look as weak as you describe.
