I would stay away unless you can get it for under a grand. The turbo issue 
can be much more than just the turbo itself, esp. since the check engine 
light goes on. The boost should reach 1.4 bar. 1.1 is barely any boost at 
all. Oil leak could be coming from turbo as well. A decent rebuilt turbo is 
$500, plus labor which could be a good amount. Suspension issues are 
expensive b/c parts are....could be worn/oily bushings or just worn springs 
or shocks. You can easily sink a grand into suspension if you want the car 
to handle like new. Just my opnion.
