Those are faux fog lights.  There are only turn signals in the bumper,
nothing more.

No, not on your model.  First click of the dial locks the center only,
second click locks the center and the rear.  I suppose it's possible
to lock them individually if you change to some other home-made switch,
but it really is not advisable to lock only the rear.

I am afraid you'd have to get those from the dealer's parts department,
or scour a salvage yard for good used ones.
