No, it's not.
On my old '89 100Q, I found the typical culprit for this to be
the connector for the temp sensor mounted in the grill. It's
easy to find, and is often green and corroded. If it is, unplug
it, clean it up with whatever's handy (sandpaper, steel wool) and
plug it back in again. Worked for me.
