diff doesn't disengage on 5K TQ

Hi all,

I just bought yet another 5KTQ. It came with the light on for the 2nd stage
of the diff lock in the console even though the dial is set to 0. Does
anyone know what the deal is? It's hard to tell whether the lock is engaged
but the car does make a low whining sound when driven and steering is pretty
hard (hydraulics are probably out, though).
Any advice is great, as always!
