It could be considered an abandoned motor vehicle.  All states have a 
procedure for getting rid of such cars, transferring ownership, etc.  It is 
possible to do this yourself without a lawyer, but the procedure can be 
frustrating.  How to do this?  A good place to start would be your local 
tag/registration office.  The senior officials should be able to provide 
you information on the relevant procedure, or point you in the right 
direction.  Usually a demand is required to be served on the owner.  Of 
course if the owner is personus non foundus, then what?

More details would be speculating at this point, but give me a call 9-5 EST
