I figured before I started drawing gif's I would look this up.
Probst, ch 5 page 14:
"Beginning in 1984, some KE systems have air-shrouded injectors to
improve fuel atomization."
(other text would indicate this is pretty much an idle-only phenomenon,
which makes sense)
and page 15:
"Most KE injectors are air shrouded to improve fuel atomization for
smoother idle, better fuel economy and reduced emissions."
I guess my warm start theory is left up on the shore flexing its gills
in vain!
