Timing Belt - Type 44 100Q

The belt on the '89 100 Q  seems excessively loose, good thing I checked it.
the belt twists easily to more than 90 degrees, and can readily slide back
and fourth on the sprockets.  I can deflect the belt about 3/4" with light
finger pressure. 

I was going to replace the belt, water pump, etc.  when I install a cam for
the new owner, but this wouldn't be right away.  So I need to tighten it a
little.  There are about 40K on the belt, and it shows no significant wear.

I just want to confirm that I can tighten this by turning the water pump.
Loosten three bolts and turn by hand counter-clockwise?  Is one of the bolts
a tensioner?  I hadn't done any I5 timing belts yet, and the Bently isn't
entirely clear, so any helpful tips are appreciated, especially since I'll
have four belts to check/replace by next Spring.

'87 5KCSTQW - supposedly has new belt, but after observing the rather loose
100 Q belt replaced by highly reputable AUDI mechanic in 'Naptown, I better
double check.
