While visiting a friend in the UK, I had opportunity to observe
the driving training program there.  It's a lot more
comprehensive than what I experienced in the states.  Here, every
state is sovereign in this regard, but they're all pretty much
the same:

o  pass a written test-- in preparation for which, it's usually
   sufficient to read a 50 page 'rules of the road' booklet twice
   through

o  prove you're not totally blind

o  be 16 years old

hooray!  you now have a "learner's permit"... now:

o  1-2 hrs behind the wheel under instruction of some retiree
   hired by the local school board

o  6 months under instruction of your parents, so you can learn
   their bad habits as well as invent your own

o  drive around a parking lot with a cop in the other seat,
without
   knocking over any orange cones

o  be 17 years old

hooray!  you're as good as Mario Andretti.  Go get 'em, tiger!
