You under-exaggerate.  In Wisconsin, you need to be 15.5 to get a permit,
and 16 to get a full blown license.  There is no *real* training - such as
how to drive, or how a car handles, or anything.  A poorly trained monkey
can (and apparently do) pass the US driving test.  Most people here don't
even understand how a four way stop works.  It's really pathetic.
