I find the same thing on my '89 200! I just switch it off in icy conditions
and it seems like I can modulate the pedal pretty well (provided your brakes
are well bled and have good control and feel). With ABS it just chatters
away and braking seems worse.
Of course tires also play an integral roll in winter braking. My Z-rated
SP8000's on my '89 200TQ aren't exactly great for that, but they aren't as
bad as one might think either.
However, I was very nervous about not having the ABS defeat switch when I
bought my '94 S4, yet the ABS system on this car must have taken some
tremendous leaps (which is probably why they decided they didn't need a
defeat switch) and works amazingly well. I doubt I could modulate the pedal
to a stop near as well.
