What are my options for fixing this. Can a tap be used to fix the threads or is a new down pipe in order??(hope not)

worst case, you can always drill out the old location and have an OXS
bung welded in. I pick them up all the time for about $8 at a local
speed shop.

If i lean the mixture the engine will start to rev up and down and will almost cut off. Will replacing that oxygen sensor fix this(i doubt it will)?

without a working (or any!) OXS the ecu cannot adjust the mixture. a
working OXS is a minimum requirement to fix what you are seeing.
