<Yup, not only does Procon-ten pull the steering wheel in, it also tightens
<the front seatbelts.  It is purely mechanical, and uses cables tied to the
<engine/transaxle assembly to do its work, so that when the engine is pushed
<in from a severe frontal collision, the cables pull on the steering column
<and the seat belts.  The nice thing about this system is in its simplicity
<and low cost, but is only effective for frontal collisions.

You should note that this system was installed in cars with airbags, until 
the advent of the pyrotechnik seatbelt tensioners in the mid 1990s.
