No.  The Wolfsburg Edition cars were simply those that were offered with
additional standard features and a couple of extra badges.  They were
still built wherever their "normal" model cousins were built for the US. 

Also, to augment Kwattro's remarks, all Sciroccos, Quantums and Passats
came from Germany.  The Rabbit/Golf/Jetta line (except some higher performance
variants as Kwattro stated) sold in the US were built in the VW Westmoreland,
PA plant from model year 1981 through the late 80s, and then in the
Puebla, Mexico plant thereafter.  The VW Fox came from Brazil.
Today, the Mexican plant continues to produce all the Golf/Jetta and the
New Beetle sold in the US.
