86 5000S fuel gremlins

Dad's car is on the fritz.  Car idles ~400rpm and will die if gas is fed to it.  If I put my hand inside the air box and lift the plate at the same rate as I feed gas, all is well.  The boot is brand new and well seated.

Any hints.  It's driving me nuts.
