Lost low-beams

Patient:  '87 4kcsq

Status:  Relay installed on low-beams and relay installed on high-beams    

Symptoms:  For the past week; intermittent low-beam operation.
Recently; no low-beams at all, but high-beams still operational.
Swapped high-beam relay with low-beam relay, and still have high-beams, but no low-beams.

Analysis:  Bad multi-function switch; VOM time?
