  Looking at the plug on an H4 harness, which would be low-beam, high-beam
and ground?

  I get ~2.4-volts between pins 1 & 2 on the
harness.....hmmmmmmmm.............
  >11-volts between 1 & 3, w/ high-beams switched on.
  Sound at all familiar?
