You have to make sure what you think you heard is what the other 
person is really saying.

I'm sure the cop meant "they" in the local station don't do that.  
Local, on the street, units gather information and document what 
happened.   After the theft, it would have been refered to an 
investigation unit who would have gotten a warrant issued on the 
thief.  Then, when the thief showed up for court on the other case - 
officers at the court would have served the warrant on him and maybe 
that would have been handled at the same time.  Probably by setting 
a court date on the new charge.
