In modern Audis with the OBDII port this can be accomplished just by a
simple change to one of the engine management settings. Perhaps they
already do that? I know that dealers are required to set a "readiness
code" during the pre-delivery setup with the VAG1552 scan tool. I might
conjecture that lack of such code may mean that the car would run at
a reduced performance level...
