Hydraulic brake/bomb question - type 44 - '89 100Q

'89 100Q non-turbo.
Steering is fine, but it seems that there is little if any power brake
assist even when the car is running. Otherwise, brakes feel great, stop
with no fade, and ABS functions fine.
Even if the bomb on one of these type 44's - 100Q, 5000Q is bad, shouldn't
there be power assist when the car is running? They are not rock hard, but
there is not the soft/easy to depress brake pedal that is in my '87 5KTQ.
I have a bomb to put on the '89 100Q, but am deferring 'til weather gets
warm. I advised him we may need to address this sometime in the future, but
he should not have any problems with the brakes otherwise except for no
power assist when the car is not running.
Car has passed inspection and new owner is enjoying it and took it on a 130+
mile trip to Richmond last nite with no problems. Man those eurolights are
nice. He called me two hours after leaving wondering what the flashing
2:00 meant (elapsed driving time has been 2 hours - you might consider a pit
stop).
