Timing belt Proceedure

The proceedure listed on the 20V web page indicates
the need to remove the from bumper in order to change
the timing belt.  I contacted and Audi shop and even
asked the local PEP boys and they all said the job
lists at 2.5 hours and does not require the removal of
the bumper.  What gives?????
