I had a similar experience with some local cops.  In the middle of the night, 
a guy plowing snow backed into my VW Rabbit.  I called the cops in the 
morning and ended up being an hour late for work waiting for them to pry 
themselves away from the donut shop.  After the cop took down all the 
information I asked him how soon it would be before he caught the guy.  The 
cop gave me a blank stare for a couple of seconds and then said he had no 
intention of pursuing the incident.  I gave him an equally blank stare and 
asked him why not?  He then left without saying a word.  2 phone calls later, 
I found out who the snow plowing service was and they paid for the damage for 
the car.   
The flip side is I'm glad there are a lot of these lazy cops out there or we 
would all have a lot more tickets.
